Marriage is the best method to reduce the number of abortions down to as low a number as possible.
It can't work that way Philly...due to the Full Faith and Credit Clause of the Constitution we both hold so dearly. What is allowed in one State must be allowed in another, otherwise Jim Crow Laws against blacks marrying whites would still be on the books.
