Russia informed the US on suspects in future Boston marathon bombing, the information was ignored because Chechen islamists were "our sons of a bitch" for the US and were generally treated with hospitality :)
Generally secret services almost always fail to prevent terrorist acts, no difference if it's Russia, or France, or London or the US.
