The Russian dossier was a DNC/Never Trump Republican paid report which allegedly contained information from various Russian entities. It's principal "investigator" was some skeezy former Brittish intelligence officer. Last I heard it was pretty much 30 some odd pages of codswallop.

Neither, in my opinion is ethical, but I don't think either rises to the level of treason. As far as I know no one accused the DNC of treason at the time the Russian Dossier came to light.

In fact I'm not sure at this point if any law was broken. So that's my question to the general P.com community. Were any laws broken?

You may have a point. The investigation contract was picked up by a 'Democratic client'. Although very likely with DNC or Clinton camp, it does not necessarily point to the DNC.

as we proved today the Russia connection to the DNC server is as shaky as Crowdstrike, which essentially means there is zero evidence.

MOre likely than not - this is all crap that Podesta put out on the market as post-election damage control.
