I think it would be a great way to gain leverage. It seems like everything could be done with executive order under Obama, so why not?
That could mean a level playing field........mere mortals and congress.......is that still allowed in America? :rollseyes:

My understanding is the Secretary of Health and Human Services has an insane amount of latitude under the law....
