CA is one of the highest taxed States....When they can make a good movie.... It returns $millions in profits....They don't need a further handout from the Working, Trying to Survive Taxpayer.... :oyvey

California hands out these tax breaks because for a while in the early 2000s there were a number of states trying to entice the movie industry away from California by handing out, you guessed it, tax breaks. California simply matched what these other states were doing. Most have since dropped the tax breaks, so California could probably phase them out as well. Of course there is the risk that as soon as California did drop these tax breaks, the other states would try again.

Congress has been handing out millions to settle sexual harassment suits by elected officials. The terms include non-disclosure. This is taxpayer money but we can't find out who paid whom how much for what. Pretty creepy for a "democracy", eh?

Run away production was a huge problem. The situation has improved but is not yet resolved. Some places are just a better deal from locations to costs. That's business.
