Ok, those cuts had a nifty thing in them when they wrote the law, they were retroactive to the previous tax year and they went into effect right before everyone had to file taxes. It was a huge deal that everyone felt but it probably was not the most economically sound decision to do it that way. Politically it was genius.
These tax cuts are thus far, pretty good economically. Politically, if you gained a job or got a bonus from it then you felt it right away. Everyone will feel more of it as it phases in next year. It will make a difference when people file taxes.
Since you don't want to talk numbers I will.
If you have a family and you make less than $60,000/year you probably do not pay federal income tax at all after your refund. If you make less than $35,000/year and have more than one child you probably pay negative taxes. NEGATIVE. What are negative taxes you ask? Negative taxes are when your tax return results in you getting back more money than you paid in Federal Income tax. Even up to right at $100,000/year if you have more than one child you will end up paying very little in federal income tax. I think the effective rate at that level is right around 4%. In other words, after your refunds you will have paid in $4000 in taxes on $100,000 in income and usually the number is lower.
Some personal specifics. My son who is in the Army and single made around $25,000 with his bonuses. After his tax refund which was about $2200 he had an effective tax rate of 0%.
My second oldest daughter who is married with 3 small boys, they made around $45,000. After their refund they paid negative taxes.
My eldest son is married and has a daughter. He and his wife do a little better and are in the $65,000 bracket. They got a decent refund but between the two of them on their total income they paid about $1,000 in taxes on $65k in earnings.
Me, I had to pay.
I could give other examples if you like.

Maybe you can tap PA for his accountant? He says he got a free car Me having to pay was a screw up on my part. My youngest daughter will turn 18 this year and I forgot that you do not get credit for them once they turn 17. Had I accounted for that in my withholding I would have not owed too much at tax time but I am not complaining. I could be in England paying their taxes or in Cali where they have state income tax.
Incidentally, that youngest daughter, she filed taxes too. She of course got every penny she paid in taxes back. If she had not been living with us then she would have also received negative taxes.
