No.

"(c) If the Special Counsel believes it is necessary and appropriate, the Special Counsel is authorized to prosecute federal crimes arising from the investigation of these matters."

In other words, if he discovers other federal crimes in the course of this investigation he is authorized to investigate and prosecute them also. Manafort and Flynn would fall under this charge.
meanwhile, the Clinton's skate after actually committing crimes
First, you mischaracterize my view. It is that the charge given him by Rosenstein includes these alleged crimes by Manafort uncovered in the process of the Russia investigation.

Second, please list and substantiate these so-called 'crimes' you allege by the Clintons.

The longer this goes on the more it feels like a Rocky and Bullwinkle episode with Rosenstein and Mueller playing the roles of Rocky and Bullwinkle respectively.

Mueller kind of favors Bullwinkle...

Anyway, the search for Boris and Natasha continues...

The Ken Starr investigation lasted six long year, with their finding nothing more incriminating than the President lied under oath about a sex act with another consenting adult.

And yet the Mueller investigation isn't quite two years old and Republicans are complaining that it's taking too long. Go figure.
