The correlation between education spending and student performance has become a myth, especially in places like Illinois where a full one third of education spending is going towards teachers pensions. I have to think CA has a similar problem. The unholy alliance between the teachers unions and politicians has all but given the unions the upper hand in contract negotiations. In short, education is about the teachers and their benefits, not the students. It's called "progressive" education.
