What is it about San Diego? Why isn’t this happening in Georgia, Utah, or Tokyo?

I see two possibilities.

K, so they think it originated in the city's homeless population, what would you suggest be their solution to homelessness...a 3rd of whom are either addicts, alcoholics, or mentally imbalanced.

Homelessness is one of the problems. I think there needs to be institutions for the mentally ill.

There were, we in the GOP helped close a good deal of them since they were state run facilities run on tax dollars. We put them out of business because we put out a strategy to the base that the federal government shouldnt be using your tax dollars to house nutjobs

The article speaks of the Homeless populations, which I'm sure encompasses all races, creeds, colors, and belief mechanisms...as previously stated, a 3rd are addicts, alchoholics or mentally ill, which have nothing to do with south of the border Latinos.
