Homeless persons will soon need to be licensed in many cities and states in order to legally accept food from strangers in public places and shelter from charities in condemned spaces. "There are so many ordinances, restrictions, covenants, conditions, building codes, zoning laws, labor laws, drug laws, vagrancy laws, i.d. checks, and frivolous felonies now even in the most rural parts of the country that it would be a disservice to both the homeless and the housed to fail to provide educational resourcing and law enforcement outsourcing to this rapidly growing demographic left behind by the American Dream and the National Association of Realtors," said Keisha O'Brien-Klein, spokesperson for The Society of Psychiatric Social Workers and Strip Mall Security Guards. "Peaceful, productive citizens spend their entire lives in state certified homes, schools, jobs, halfway houses, and prisons. Why should these nonconforming losers have the privilege of eating without a permit or sleeping without a variance?" asked Flor Matthews, who edits a military family housing blog in San Diego. Some of the courses approved for homeless licensing include: Dumpster Dive Scheduling, Street Corner Selection, Cardboard Erection, Minivan Home Schooling, Amsterdam Squatters, and An Introduction to Yamamoto's Unabridged Guide to Hawaiian Spam Recipes. "Its a sustainable, win-win situation," noted Kolya "The Swan" Kuznetsov, Director of Financial Aid at Northeastern Promises University. "If the applicants aren't totally marginalized already when they enroll in the program, they'll be so chronically depressed, hopelessly debt ridden, and precariously housed by the time they actually receive their HPL that they'll probably need it by then anyway. In the days of my young adulthood, drunken vagrants in Pima County were sentence to the County Jail Farm where they worked outdoors in fresh air, were fed, and sobered up...This rehabilitation saved some lives...The hopeless drunks hopped freight trains to LA where they had the freedom to panhandle and drink themselves to death...Of course the Supreme Court now prohibits this miscarriage of justice...The population of drunken vagrants have soared..........
