Tacoma, Washington family is suing over the brutal beating in 2014 of then-15-year-old Monique Tillman, who a Tacoma Police officer pulled off her bicycle, choked and then shocked with a Taser.

The Free Thought Project reported Saturday on the attack, which was recorded by security cameras.

The officer pulled out his ticket pad like he was going to write her a citation, and she started to ride away. And that's when he jumped her. I think his reaction was excessive, but you don't get to walk away from an officer while he's trying to cite you for a legal violation, even if you think he's full of it and you didn't do anything wrong.

Apparently the court thought different, by dropping all charges aginst Ms. Tillman.

You people just don't understand...Aggravated assault on a police officer is when you aggravate a police officer it results in assault.......... :nana:

The girl's actions were disrespectful, the cop's actions were criminal. I hope he's no longer working as a cop.

They dropped the assault charges against her because clearly she did not assault the officer.

That doesn't mean that some level of force wasn't reasonable given the situation, although I think he went overboard. The thing is though, once you defy a police and attempt to leave when he has "detained" you, he is able to use force to constrain you and the courts are usually fairly lenient in the level of force they permit.

I pretty much agree with this. The reaction was a little rough. Ideally, he could have simply grabbed the handlebars and tried to deescalate the situation before resorting to force.

But I don't think it is criminal or outside guidelines, particularly since she continued resisting arrest and was clearly refusing to be handcuffed. I don't think I could award this family anything in civil court.

Officer used force on teen not for riding a bike, but for trying to escape lawful custody.

Title should be "White cop arrests black teen after she attempts to escape then resists arrest" but I guess that doesn't make for good youtube views

The officer used as much force as was necessary to prevent her from leaving. Then the officer used as much force as was necessary to place her under arrest. I would say the officer had poor training. A knee strike to the upper thigh followed by an arm bar take down would have been enough. Instead he allowed her to get on her back with her feet up.

Use of force experts will easily clear this officer
