Last week, amid a months-long battle over North Carolina's bathroom bill, President Barack Obama issued a federal directive to public schools across the nation mandating that they allow students to use the bathroom that corresponds with their gender identity. This, from the linked article It goes on to declare a state of emergency: "It being immediately necessary for the preservation of the public peace, health and safety, an emergency is hereby declared to exist, by reason whereof this act shall take effect and be in full force from and after its passage and approval ----- Really? A "State of emergency"? |

I doubt this is a true state of emergency. It is probably a formality to implement an "immediate effect" clause on legislation which some states have. What is humorous is this clause: Senate Concurrent Resolution 43 seeks action against Obama himself, demanding Oklahoma's representatives in the House issue "articles of impeachment" against the president as well as Attorney General Loretta Lynch, the Secretary of Education and any other federal officials who have "exceeded his or her constitutional authority." I'm not sure when the Oklahoma State Legislature was granted the authority to impeach the President of the United States. |

A State of Emergency based on religious grounds with the support of a parent or legal guardian, which can request special accommodations for "sincerely held religious beliefs." So, if you're a Republican living in Oklahoma all you need is a note from home to violate a presidential directive as long as a Democrat occupies the White House.![]() |

Apparently, it was in an original draft of the Constitution. Article VIII Section 1. In cases concerning restroom facilities, the power to initiate impeachment proceedings for the chief executive or his appointed officials shall devolve only upon pan-shaped states. Unfortunately, I think Thomas Jefferson traded that article to John Adams in exchange for Adams dropping his idea requiring a national holiday dedicated to feeding vodka and laxatives to squirrels and releasing them in the White House for purposes of entertainment. |

A state legislature can "demand" anything they want of their House Representatives. The Representatives aren't required by law to act upon those demands. And even if they do, they have no more ability to do so than any other House Representative. |
