President Mauricio Macri’s declared personal fortune doubled during 2015 to 110 million pesos (US$7.8 million) from some 52 million pesos in 2014, it was revealed yesterday, after he publicly released his first affidavit to the National Anti-corruption Office (OA) as president. The information, first published by El Cronista, revealed some 18 million pesos Macri currently has sitting in the Bahamas, a known tax haven which was recently found to have sheltered an offshore company registered with Macri’s family name according to data released in the recent “Panama Papers” document leak.

Mr Báez was arrested after he landed in a private jet outside Buenos Aires on Tuesday night on his way to face questioning over accusations of embezzlement and money laundering. Mr Baez is accused by public prosecutor Jose Maria Campagnoli of laundering money on behalf of Nestor and Cristina Kirchner.

This month, senior officials of the previous government will appear in a spate of court hearings over a range of controversial policies of the previous Kirchner era, including murky public works projects. Last week, a transport secretary serving under the Kirchners was detained over the purchase at inflated prices of old and in some cases defunct trains from Spain and Portugal.

Ms Fernández herself is due to face questioning next week in the first of several cases expected against her over the central bank’s sale last year of peso futures well below value in order to stabilise the currency.

Journalists in Argentina could be sentenced with up to two years in prison if they reveal protected information identifying those who sign up for the new tax amnesty programme, according to the fine print of the government-sponsored bill.

The main point of contention appears to be Article 85 of the bill draft, which establishes that “judges, judicial officials or employees at the (AFIP tax bureau) ... and third parties revealing or publishing documents or information in any way related to voluntary affidavits ... will be punished according to the dictates of Article 157 of the Penal Code.” The mentioned article deals with the violation of secrets and sets “one month to two year’s imprisonment” for offenders.

“The aforementioned third parties will also be imposed a fine equivalent to the value of the funds being brought to the country (by those signing up to the tax amnesty programme),” reads the draft bill.

Journalist Horacio Verbitsky, the president of the Centre for Legal and Social Studies (CELS), also addressed the controversy in his regular column column for the Página/12 daily.

According to Verbitsky, in its attempt to sell “the maintenance of absolute secrecy” of the information, the government has vowed to impose severe sanctions on leaks made by officials from the AFIP tax bureau, the Financial Information Unit (UIF), judges and judicial officials.

“But the same punishment also applies to journalists and NGOs ... included without being named among those ‘third parties’ revealing or publishing information” on tax amnesty applicants,” the journalist said, proposping one possible outcome of the bill.

“If a journalist reported that (President Mauricio Macri’s personal friend Nicolás) ‘Nicky’ Caputo has vowed to whitewash US$100 million he’s hiding in the Isle of Jersey, (the government) may arrest him, turn his house upside down and slap him or her with US$100-million fine,” he concluded.
