Taxes go up as population expands. Yes, the rich do have to pay their fair share, they also have a moral obligation to create economic growth that benefits society. Instead they have selected to hoard their wealth and even exploit those less fortunate in other regions of the world.

Should we not, rather, pay for infrastructure projects, as well as for rehab-centres for unfortunate addicts?
Societies got the choice to invest in the those rehabs, or to pay for resulting crimes.

Those complaining that the U.S.' government coffers are empty, should stop to complain about the Obama Administration.
It was the Bush Administration starting wars, causing poverty, causing the Taleban to rise and planting poppy. All at the expense of U.S. - and other - tax-payers.
